Signature and ratification of the Convention by States oblige them to take measures at the national level to ensure the fundamental rights of persons with disabilities.
The implementation of the Convention will be effective only if disability issues are mainstreamed in all development programs.
Adoption and effectiveness of these measures are checked, at the international level, by a committee of experts. By signature of the optional protocol, this committee can also receive and investigate individual complaints in the event of violation of the Convention by a State.
