Signature and ratification of the Convention by States oblige them to take measures at the national level to ensure the fundamental rights of persons with disabilities.
The implementation of the Convention will be effective only if disability issues are mainstreamed in all development programs.
Adoption and effectiveness of these measures are checked, at the international level, by a committee of experts. By signature of the optional protocol, this committee can also receive and investigate individual complaints in the event of violation of the Convention by a State.

This paper provides information on:

• What measures must be taken by States, at THE NATIONAL LEVEL, to implement the Convention.
• How States and the civil society can COOPERATE AT THE INTERNATIONAL LEVEL to help the implementation of the Convention, in particular via Conferences of party States.
• How to operate the mechanism of INTERNATIONAL MONITORING which checks that States respect their obligations.
• The possibility for individuals or NGO of LODGING COMPLAINTS in the event of a violation of rights as stated in the Convention.
• What is at stake when considering persons with disabilities in ACTIONS OF DEVELOPMENT to ensure an effective implementation of the Convention.
