In international law, States remain central actors although civil society is implicated in the monitoring process.
Because of the mechanisms of signature, ratification, reservation or denunciation, States can decide to apply an international treaty, completely or partially, and can even withdraw their agreement. Because of this approach, the same text can actually be interpreted differently by different States. The active presence of civil society is essential for an effective implementation of the Convention.
