After much debate, the necessity of a legal instrument specific to persons with disabilities was finally acknowledged in December 2001 by a resolution of the General Assembly of the United Nations which created an ad hoc committee responsible for drafting a convention.
The drafting process of this text required 5 years of work and negotiations during which civil society took an active part. The final text was adopted by the General Assembly in December 2006.
