Renforcement de l’influence
de la société civile dans le domaine du handicap
Strengthening the influence of civil society
on the disability issue

La meilleure prise en compte du handicap dans les politiques publiques
(nationales et locales) passe par des processus impliquant des
collaborations fortes entre Etats et société
civile
(notamment les organisations de personnes handicapées). Les
attentes sont fortes tant du point de vue des acteurs
« du
Sud », en particulier des ONG, que des acteurs de la
coopération internationale, qui entendent participer et
soutenir
ces processus de « bonne
gouvernance ».
Dans de nombreux contextes, et en particulier sur le handicap, la
société civile a besoin de renforcer ses
capacités
d’influence, et cela autour de plusieurs axes :

The most effective means of integrating disability in public policy,
whether national or local, is through procedures involving close
cooperation between states and civil society, in particular the
organisations of persons with disabilities. Expectations are high, both
among actors of the “South” (in particular NGOs) ,
and
among the actors of international cooperation, who wish to support and
take part in the processes of “good governance”.
With regard to disability and other key issues, there is a need for
civil society to exert its influence. To do this, civil society must:

understanding of how they are conceived, drawn up, put in place and
monitored.

organisations de la société civile ont besoin de
développer compétences et ressources sur le
plaidoyer,
afin de mettre en avant leur thématique, et de renforcer

influence sur les décideurs.

Civil
society organisations need to develop their resources and competence in
the field of advocacy, in order to put their case and strengthen their
influence over decision and policy-makers.

un des objectifs majeurs des programmes de renforcement et de soutien
des organisations de personnes handicapées (empowerment),
afin
de leur permettre d’acquérir une position
renforcée
et reconnue d’acteurs de la scène sociale et
politique.

This is
one of the most important objectives of programmes to strengthen and
support organisations of persons with disabilities (or DPOs), to enable
them to achieve an acknowledged and more influential position as actors
of the political and social scene.
