Les politiques du handicap : stratégies pour une prise en compte transversale et intégrée

Disability policies : strategies for mainstreaming

en Français  Pour une réelle participation des personnes handicapées dans la société et les mêmes opportunités pour tous, la thématique du handicap doit être prise en compte dans toute stratégie et action d’urgence et de développement. Cette prise en compte doit être systématique, transversale, multisectorielle, multi-acteurs et intégrée à tous les stades, de la conception à l’évaluation des actions – le mainstreaming.
in English  To promote real participation of persons with disabilities in society and to enable them to have equal opportunities, it is essential that disability is taken into account in all relief and development strategies and actions. This must be systematic, cross-cutting, multi-sector and multi-actor, and integrated at all stages, from the conception to the evaluation of the actions: mainstreaming disability.

- des éléments de REFLEXION et OUTILS sur une intégration transversale du handicap.

- différentes entrées et stratégies pour son application :

  • INTEGRER LE HANDICAP DANS LA LUTTE CONTRE LA PAUVRETE : appuyer la prise en compte du handicap dans les politiques de développement et de lutte contre la pauvreté  (Objectifs du Millénaire, PRSP…),
  • GROUPES PARTICULIERS : femmes handicapées, enfants handicapés, personnes âgées, victimes de mines…
  • ACTIONS AU NIVEAU COMMUNAUTAIRE (LOCAL) car il est fondamental que les personnes handicapées trouvent au sein de leur communauté les ressources dont elles ont besoin et des espaces de participation à la vie publique.
  • STRATEGIES THEMATIQUES, permettant de cibler tel ou tel aspect de la vie des personnes handicapées, et de faire évoluer des systèmes et services. (Éducation, santé, emploi, développement rural, protection sociale, HIV/SIDA, accessibilité, développement des services).

  • INCLUDING DISABILITY IN THE FIGHT AGAINST POVERTY: to support taking disability into consideration in development policies or projects and in the fight against poverty (Millennium Development Goals, Poverty Reduction Strategy Plans – PRSP);
  • SPECIFIC GROUPS: women with disabilities, children with disabilities, elderly people, landmine victims.
  • COMMUNITY (LOCAL) LEVEL ACTIONS, as it is a fundamental principle that persons with disabilities should find the resources they need within their own communities;
  • SPECIFIC STRATEGIES to pinpoint specific aspects of the life of persons with disabilities, and to improve services (education, health, employment, rural development, social protection, HIV/AIDS, accessibility, development of services).
